Politics and patronage. For some officers, getting their first star is
a lot easier than getting their bird because sympathetic congressmen
can expedite the process and since all general and flag officers need
congressional approval before promotion, having friends in the
political arena can go a long way towards promotions in the highest
ranks. I think that is one of the major faults of the military
promotion system, at least in regards to general and flag officers. As
long as congressional approval and political reliability mean more
than professional competence, it is going to be very difficult to get
a consistent level of good performance out of our general and flag
officers. If the now thankfully retired Gerry Boykin didn't have his
buddy-buddy relationship with the totalitarian Religious Right, I
don't think he would have ever gotten his first star, much less his
third (and his first star was indeed considerably delayed while he
shored up his political connections) and probably would have been
justifiably cashiered as a colonel after his demonstrated incompetence
in Somalia.
